S.Africa 2013 budget deficit seen at 4.6 pct of GDP

CAPE TOWN (Reuters) - South Africa expects its budget deficit to widen further than previously thought in the current fiscal year ending in March as disruptions in the mining sector add to already subdued economic growth, Finance Minister Pravin Gordhan said on Wednesday.

In his three-year budget tabled to parliament, Gordhan said previous deficit estimates for the years to 2015/16 had also had to be raised as revenue collection from companies and individuals is expected to underperform.

Gordhan said the budget deficit for 2013/14 would be 4.6 percent of GDP, a shade lower than 4.7 percent forecast by economists.

Tax revenue for this year is now likely to be 16.3 billion rand below 2012 projections, while 2013/14 and 2014/15 is expected to underperform by 13.2 billion rand and 27.8 billion rand respectively.

"This underperformance began in August 2012 with the outcome in the second half of the year 5.7 percent lower than in the first half, owing to mining sector disputes and sluggish employment growth," the budget said.

Unrest in South Africa's platinum belt left more 50 people dead last year, and is estimated to have cost the economy $1.1 billion. Miners stayed away from work and went on strikes without pay.

Combined with the chronic joblessness limiting South Africa's tax base, Gordhan forecast the 2014/15 deficit at 3.9 percent.

The public sector borrowing requirement increases to 7.4 percent of GDP in 2012/13, from 7.1 percent projected last year, while the primary balance on the main budget - the gap between revenue and non-interest spending - is seen at 3 percent this year, narrowing to 0.9 percent in 2015/16.

Gordhan said expenditure would not increase, as announced in October. The government is drawing down on its contingency reserve while departments are trimming their spending projections on some projects, he said.

"With economic growth weaker than anticipated and revenue collections below projection, the fiscal environment is more constrained than before," he told parliament.

Break-in at shop featured on TV's 'American Guns'

(AP) ? Police in suburban Denver are investigating a break-in at the gun shop featured on Discovery Channel's "American Guns."

Wheat Ridge police were notified of a silent alarm at the Gunsmoke Gun Shop just before 4:15 a.m. Wednesday. When they arrived, they found that the shop had been entered through a hole in the roof.

Police say a witness across the street reported seeing a silver two-door car leaving the gun shop's parking lot, shortly after the silent alarm was received.

Police say it appears more than one person may have been involved in the burglary. Investigators had no suspect descriptions Wednesday afternoon, and an inventory of stolen property was not yet complete.

The Bureau of Alcohol, Tobacco and Firearms and Explosives is assisting local investigators.

Google's Nexus One has dreamt of space travel for a while now, but on Monday it was finally launched into orbit aboard a CubeSat dubbed STRaND-1, which was developed by Surrey Satellite Technology and the University of Surrey's Surrey Space Centre. STRaND-1 now holds the honor of being the first PhoneSat and UK CubeSat that has made it into orbit. Alongside the HTC-made handset are an altitude and orbit control system, two propulsion setups and a Linux-based computer with a "high-speed" processor. After the Tux-friendly rig conducts a battery of tests, it'll relinquish control of much of the satellite's functions to the smartphone, which still runs Android.

Not only will the mission test how commercial, off-the-shelf tech can survive in the vacuum and conduct experiments, but it'll squeeze in some fun courtesy of apps developed by winners of a competition held last year. An app called 360 will let folks back on terra firma request their own snapshots of earth taken with the phone's shooter and pin them to a map. Ridley Scott might like to say no one can hear you scream in space, but another application loaded onto the device will put that to the test by playing user-submitted shrieks and recording them with the handset's microphone as they playback. Drop in Taliban attacks incorrect

WASHINGTON (AP) ? The U.S.-led military coalition in Afghanistan incorrectly reported a decline in Taliban attacks last year, and officials said Tuesday that there was actually no change in the number of attacks on international troops from 2011 to 2012.

The corrected numbers ? from the original reports of a 7 percent decline to one of no change ? could undercut the narrative promoted by the international coalition and the Obama administration of an insurgency in steep decline.

A coalition spokesman, Jamie Graybeal, attributed the miscounting to clerical errors and said the problem does not change officials' basic assessment of the war.

The 7 percent figure had been included in a report posted on the coalition's website in late January as part of its monthly update on trends in security and violence. It was removed from the website recently without explanation. After The Associated Press asked last week about the missing report, coalition officials said they were correcting the data and would re-publish the report in coming days.

U.S. and allied officials have often cited declining violence as a sign that the Taliban has been degraded and that Afghan forces are in position to take the lead security role when the last U.S. combat troops leave Dec. 31, 2014.

In mid-December, Defense Secretary Leon Panetta said "violence is down," in 2012, and that Afghan forces "have gotten much better at providing security" in areas where they have taken the lead role. He said the Taliban can be expected to continue to attack, "but overall they are losing."

On Tuesday, Pentagon spokesman George Little said Panetta was "concerned to learn of the errors" and was only very recently briefed on the matter.

"This particular set of metrics doesn't tell the full story of progress against the Taliban, of course, but it's unhelpful to have inaccurate information in our systems," Little said.

The Taliban have lost a good deal of territory since a 2010 surge of U.S. forces in the southern provinces of Helmand and Kandahar, and they failed to recover it during the last two fighting seasons. Even so, they are resilient, and they are expected to severely test Afghan forces as the U.S. and its coalition partners step further into the background this year and complete their combat mission next year.

Graybeal did not fully explain ISAF's erroneous reporting of 2012 Taliban attacks. It was not clear, for example, at what point the data errors began or who discovered them.

"During a quality control check, ISAF recently became aware that some data was incorrectly entered into the database that is used for tracking security-related incidents across Afghanistan," Graybeal said from Kabul, speaking for the International Security Assistance Force, or ISAF.

Graybeal said an audit determined that portions of the data from unilateral Afghan military operations were "not properly reflected" in the trends ISAF had reported in its monthly updates.

"After including this unilateral ANSF (Afghan National Security Force) data into our database, we have determined that there was no change in the total number of EIAs (enemy initiated attacks) from 2011 to 2012," Graybeal said.

"This was a record-keeping error that we recognized and have now corrected," he added.

The coalition defines enemy initiated attacks as attacks by small arms, mortars, rockets and improvised explosive devices, or IEDs. But it does not include IEDs that are found and cleared before they explode.

Trends in Taliban attacks are one yardstick used by ISAF to measure war progress. Others include the state of security in populated areas, the number of coalition and Afghan casualties, the degree to which civilians can move about freely, and the performance of Afghan security forces.

Graybeal said even though the number of 2012 Taliban attacks was unchanged from 2011, "our assessment of the fundamentals of campaign progress has not changed. The enemy is increasingly separated from the population and the ANSF are currently in the lead for the vast majority of partnered operations."

(AP) ? During a more than 2-hour television interview, Egypt's Islamist president sought to depict himself as a man of the people, his voice rising and tears welling in his eyes as he spoke of the country's poor and portrayed the masses protesting against his rule as "thugs" and "outlaws."

The long interview, aired after midnight in the early hours Monday, appeared to be a push by Mohammed Morsi to burnish his image amid widespread unrest ahead of parliamentary elections that begin in April.

But it illustrated the dynamic that has characterized Egypt's politics throughout political turmoil that has shaken the country for months. The Morsi administration, backed by the Muslim Brotherhood, has pushed ahead offering no concessions to the opposition but has also presented little by way of a program to resolve the country's mounting troubles. A disorganized opposition has been unable to find a foothold to pressure the president or provide an alternative, while street protests grow angrier.

Critics on Monday denounced Morsi's comments as mere bluster and, worse, as reminiscent of the rhetoric of his autocratic predecessor, Hosni Mubarak. Morsi's depiction of the protesters as criminals will likely only deepen the hostility in the already dangerously polarized nation.

"I am no longer optimistic about this presidency and I fear the days ahead because the anger is rising," prominent activist and rights lawyer Gamal Eid said of the interview. "We now have a presidency that does not listen, an opposition that is in tatters and, more importantly, a bloc of angry youth who are out of control."

Egypt has been mired in unrest for months, with protests over a wide range of issues, from demanding justice for slain protesters to anger over price hikes and fuel shortages.

Amid the instability, Egypt's economy has been in an unchecked decline. Economic reforms that Morsi is quietly, gradually taking ? including reducing subsidies on fuel and other items ? are likely to only stoke further protests.

In his interview, Morsi, who came to power in June as Egypt's first freely elected president, gave no outlines for his economic plans or for bringing security amid increasing lawlessness. Instead, he sought to come across as a firm pair of hands, an uncompromising patriot and a compassionate leader in touch with his people.

"I will not allow anyone to harm the march of the revolution," Morsi said, referring to the popular uprising that toppled Mubarak in 2011. "Egyptians must be assured that I don't sleep and that I am keeping an eye on anyone who tries to resist the revolution," he said, raising his voice.

"I love Egypt very, very, very much," he said emotionally. "I feel the people with my entire being ... I live their suffering and feel for them."

Referring to a general strike in the Mediterranean city of Port Said that has entered its second week, Morsi said, "these are acts of thuggery and violence ... There is no place for thugs and no place for outlaws."

He suggested protesters were paid to take to the streets ? though he didn't say by whom. He said he had heard of a 13-year-old boy whose mother was given 600 Egyptian pounds ? a little under $100 ? to send him to a protest so he could throw firebombs. The mother, Morsi said, sent the son with his birth certificate in his pocket so he could be identified if he were killed.

Appearing to hold back tears, Morsi said he "wept profusely" when he heard the story. "I will never allow anyone to so cheaply take advantage of the needs of the Egyptian people."

For the political leadership of the mainly secular and liberal opposition, Morsi repeated his calls for them to join his national dialogue ? a new session of which is to be held to discuss how to ensure the integrity of the parliamentary elections. Most opposition have rejected his past calls to dialogue as empty gestures.

"It is all useless talk," said prominent democracy campaigner George Ishaq on the independent ONTV network.

Already, most opposition parties said they would boycott the vote on the grounds that the country could be mired deeper in unrest and violence if the vote was to go ahead without first tackling the issues at the root of the instability.

Political analyst Ammar Ali Hassan said Morsi seemed to be taking the same dismissive attitude toward the opposition that Mubarak did. "He takes his opponents lightly. It shows him to be arrogant and also raises questions on whether he sincerely believes in the peaceful transfer of power," said Hassan.

Morsi's interview, recorded on Sunday, was also marred by a long delay. It had been scheduled to air at 8 p.m. on the private state El-Mehwar, but it wasn't broadcast until 1:30 a.m. on Monday, well after the bedtime of most of Egypt's 85 million people. The station gave no explanation for the 5 ? -hour delay, fueling speculation in the press that Brotherhood leaders wanted to view it first.

Also in the style of interviews of Mubarak during his rule, the tone of the interview was decidedly soft-ball. The interviewer, TV celebrity Amr el-Leithi, asked few follow-up questions or challenge Morsi's responses. At times, he seemed to prompt Morsi to show his common-man principles, noting that the president continues to live in a rented apartment rather than move into the opulent presidential palace and pointing to Morsi's "limited income" in his former position as an engineering lecturer at a provincial university.

"This is where I work," Morsi said with a smile of the palace.

Morsi dismissed calls by protesters that he step down, pointing to what he called his popular mandate ? he won with just under 52 percent of the vote in last year's presidential election ? and to the adoption of the constitution supported by his Islamist allies, which was passed in a national referendum with 64 percent of the vote ? though turnout was only 32 percent.

"Impossible," he said, moving forward in his arm chair when he was asked whether he ever thought of stepping down. "I have a mandate for a massive task. I am continuing on this path until its end and I have a popular and constitutional mandate for four years."

Non-volatile bistable memory circuits for highly energy-efficient CMOS logic systems

Feb. 25, 2013 ? Non-volatile bistable memory circuits being developed by Satoshi Sugahara and his team at Tokyo Tech pave the way for highly energy-efficient CMOS logic systems. The details are described in the February 2013 issue of Tokyo Institute of Technology Bulletin.

Developments in low power, high performance CMOS logic technology are vital to the future of microprocessors and system-on-chip (SoC) devices for personal computers, servers, and mobile/smart phones. Much of the processing in these computing systems is carried out using a volatile hierarchical memory system in which bistable circuits such as static random access memory (SRAM) and flip-flop (FF) play an essential role for fast data-access. However, the power to these bistable circuits cannot be switched off without losing their data. This inability to turn off power is a fundamental problem for energy consumption in CMOS logic systems.

The method for saving energy in CMOS logic systems, called power-gating, uses architecture to cut the supply voltage to idle circuit domains, effectively putting them to power shut-off state to avoid leakage and thereby save static energy.

Satoshi Sugahara and his team at the Tokyo Institute of Technology have proposed a new architecture of power-gating using non-volatile SRAM (NV-SRAM) and non-volatile FF (NV-FF) circuits, called non-volatile power-gating, so that the size of logic circuit domains for power-gating is optimally designed, supply voltages to the domains are cut at the optimum times, and the energy cost of the logic circuits is worthwhile.

Over the past few years, Sugahara and his team have been developing non-volatile bistable memory circuits (NV-SRAM and NV-FF) required to establish non-volatile power-gating systems with better overall performance and energy efficiency than conventional power-gating systems [1]. In particular, the researchers have built pseudo-spin metal-oxide-semiconductor field-effect transistors (PS-MOSFETs) for use in the non-volatile bistable memory circuits.

The PS-MOSFET can be configured with an ordinary MOSFET coupled with a spin-transfer torque magnetic tunnel junction (STT-MTJ), and it can reproduce the functions of spin-transistors -- in which different electrons spin states or magnetization configurations of the ferromagnetic electrodes are used to control transistor output1. Spin transistors can also store non-volatile information1. In a typical bistable memory circuit, an inverter loop consisting of cross-coupling two CMOS gates is used to store each memory bit. In the new non-volatile bistable circuits, PS-MOSFETs are added to the inverter loop.

Previous attempts to build non-volatile bistable circuits with STT-MTJs have resulted in performance degradation, because the STT-MTJs interfere with their fundamental circuits of the inverter loops. To overcome this problem, the team designed NV-SRAM and NV-FF circuits using PS-MOSFETs. In these circuits, the STT-MTJs can be electrically separated from the inverter loops by the PS-MOSFETs and thus have no degradation effects on the bistable circuit performance.

The NV-SRAM and NV-FF circuits built by Sugahara's team have performed well under tests so far, compared to conventional SRAM/FF circuits. They also developed architectures for minimizing break-even time (that is an important performance index of power-gating) of the NV-SRAM and NV-FF circuits, including a 'store-free' shutdown, wherein existing data is not rewritten, thereby dramatically saving energy.

These new transistor and circuit designs could be pivotal in the development of faster, more energy-efficient processing in future CMOS logic systems. Most importantly, as the researchers state in a recent publication2-5, "Proposed architectures have excellent compatibility with present microprocessor/SoC technologies," and "Proposed non-volatile bistable circuits using PS-MOSFETs can dramatically reduce the energy issues caused by static power dissipation in advanced CMOS logic systems"

Rape of adopted Ohio kids unusual, haunting case - TwinCities.com

TROY, Ohio?The one-story, brick ranch-style home blends into the working-class neighborhood along Nutmeg Square in this western Ohio city, offering no signs of the terrible secrets it once concealed.

Its former owner will return to court in Dayton on Tuesday to be sentenced for guilty pleas to child rape and related charges in a haunting case that experts call unusual because the perpetrator was an adoptive father and the victims were three boys in his care. The pleas have all but ensured he will spend the rest of his life in prison.

The 40-year-old man, whom The Associated Press isn't naming to protect the children's identities, said in an interview that he had been a foster parent, youth basketball coach and substitute teacher for years without any problems. He said he didn't adopt the boys with bad intentions.

"I always wanted to protect kids," he said during one of two interviews at the Miami County Jail. "Somewhere along the line, things went wrong."

In an era of stunning cases of sexual abuse of young boys by respected authority figures?priests, Boy Scout leaders, an assistant coach at a famed college football program?the repeated rapes of boys by an adoptive father who also arranged for two other men to rape one adopted son shocked his unsuspecting neighbors, investigators and children's services officials.

"It was just devastating to hear about. It's really sad for the kids," said April Long, a mother of three who was

their next-door neighbor. She and other neighbors say they didn't suspect anything; the children played outside, and the man did neighborly things like pick up their mail or mow their lawn when they were away.

"You think: 'What could I have done? Is there something we missed that we should have seen?'" Long said, gazing at the home from her front porch lined with children's bicycles.

The single man was a foster parent for six other children before he began adopting children in the past three years. He adopted a brother and sister and an unrelated boy, and was in the process of adopting another boy, all ages 9 to 12, when authorities arrested him a year ago Sunday following an undercover sting that began when a detective looked into an online posting about "taboo sex."

Ohio officials don't believe there has been a comparable case in the state in recent years, and media reports over the past five years show only a handful of reported cases nationally in which adoptive fathers sexually abused children in their care. Child abuse by adoptive fathers is much rarer than by biological fathers, or by other male relatives and non-relatives, federal studies have indicated.

"This isn't a typical situation. It certainly isn't typical of people seeking adoption," said David Finkelhor, director of the Crimes Against Children Research Center at the University of New Hampshire. "Most abusers of this sort have an interest in a child during a certain period of their development. They are looking for opportunities where they can get access to the kids. They don't want to have custodial responsibility."

Fostering and adopting children meant passing background checks and other scrutiny, with home studies and follow-up visits by social workers.

"There can be terrible, horrific instances that no one at any level of government or the adoption system foresaw," Benjamin Johnson, spokesman for the Ohio Department of Job and Family Services, said of the case. "That can be a very difficult thing to reconcile ... and we think about that a lot."

The private adoption agency, Dayton-based Action Inc., has said little about the case other than to deny wrongdoing. The state reviewed its operations and noted some procedural violations but no reason to suspend or revoke the agency's license. All the children had been in Texas foster care before coming to Ohio through the agency, one of many that work through interstate agreements to find homes for some of the more than 100,000 children in foster care awaiting adoption at any given time in the United States.

The adoptive father said the three children appeared to be doing so well, he was asked by an agency employee to take a fourth.

The children were involved in sports, school and church and played with other children. They went trick-or-treating?snapshots from two Halloweens ago show the boys dressed as Green Lantern and Star Wars' Darth Maul and the girl as a princess. They had Xboxes, Wiis and other games and toys at home.

"I loved my kids and wanted the best for them," the man said.

He said he had been sexually abused as a child by a close family member and blames that for his feeling that he wasn't doing anything wrong when he began taking the boys into his bed in what he claimed was a way of showing love.

"I never forced the boys to do anything," he said. "That might not mean anything to anyone else, but it's important to me."

But his explanation doesn't account for subsequently inviting a man to their Troy home to rape one of the boys, and then taking the same boy to another man's home to be raped. He agreed that was wrong, although he stressed that he didn't prostitute the boy by getting anything in return.

Apparently, no child ever hinted at any problem when separated from him by case workers for interviews.

"I guess they just liked it there," the man said.

Police reported that when they interviewed the boy, then age 10, who had also been raped by the two other men, he began shaking, after initially refusing to confirm that anything wrong had happened.

He told police he "didn't want to be taken from this home and separated from his new brothers and sister," a police report stated.

After the man was arrested, the 9-year-old boy who hadn't been adopted yet was returned to Texas social services authorities, while the other three were placed in foster care in Ohio.

At a pretrial hearing last November, a child psychologist testified about some three dozen therapy sessions he had had with the 10-year-old boy, the Dayton Daily News reported.

"It is so traumatic within the security of my office, when he's laying on a sofa, hugging a bear, to talk about these things," said Gregory Ramey of The Children's Medical Center of Dayton.

The adoptive father has already been sentenced here to at least 60 years in prison. In Dayton, he is expected to be sentenced to at least 50 years, to run concurrently.

He said he agreed to plead guilty in hopes of sparing the children from having to testify, that it "was the last good thing I could do for them." In a jail interview, his eyes teared up and his voice choked as he said he was sorry for the pain he had caused them.

In a letter from jail, he wrote: "I've been able to protect my kids from everything and everyone, except myself."

Governors seek flexibility in sequestration

(Chip Somodevilla/Getty Images)WASHINGTON --?Governors frustrated by the prospect of $85 billion in across-the-board federal spending cuts set to kick in next week have made the "F-word" their term of choice at the annual winter meeting of the National Governors Association.

That word, of course, is "Flexibility."

"We believe in what we call flexible federalism," said Delaware Gov. Jack Markell, a Democrat who chairs the NGA. "That's a strong cooperative relationship between the states and the federal government that solves problems at all levels."

He added, "We know that cuts are coming, but we also don't want to suffer disproportionally. We want to have some input on what that looks like."

Barring an agreement between Congress and the White House before March 1, the federal government will begin a process known as the "sequester," shaving about $1.2 billion, or 2.5 percent, off the budget over the next decade.

Governors say they accept that they will receive fewer resources from the feds as a result, but they want to soften the blow by having more freedom in choosing how to use the more limited federal dollars. The scope of the struggle for power between the national government and the states is wide, ranging from whether states should be able to use federal transportation dollars on bike paths to how they should implement provisions of ?the Affordable Care Act, better known as Obamacare.

The desire for flexibility is shared among the governors across both party and ideological lines. As a group, they argue that if the federal government were to loosen the mandates and rules controlling federal grants and cooperative programs, events like the sequester wouldn't have nearly as much of a bite.

"It's wreaking havoc upon the states and our state budgets," said Oklahoma Gov. Mary Fallin, a Republican."Give us some leeway."

The call for breathing room, however, appears to be falling on deaf ears in Washington. Fallin took her concerns directly to the White House during a meeting with President Barack Obama Saturday, she said, but Obama did not express openness to proposals.

"He said that was an area where he was less inclined to work with the governors," Fallin said.

Many state lawmakers are still shaping their budgets for the next year, a complicated process made more difficult by the fiscal uncertainty. Between the "fiscal cliff," the "sequester" and other you-can't-make-this-stuff-up crises coming from the nation's capital, the states are left merely guessing how much they can depend on the government for support.

It also doesn't help that federal government has been running without a traditional budget since the first year of the Obama presidency.

The cycle of governing through last-minute deals has left even staunch supporters of the president frustrated.

"It is literally impossible for us to meet our necessary requirements of balancing our budgets and putting our programs and projects together if we are living under an uncertainty with respect to whether or not our federal dollars are going to be there," said Hawaii Gov. Neil Abercrombie, a Democrat. "We don't have a budget from the United Sates of America!"

It's almost as if they really just want to use the other F-word.

Schostak Re-Elected as Chairman of Michigan GOP

LANSING, Mich. (AP) -- Michigan Republicans are sticking with their party leader as the GOP tries to keep complete control of state government in 2014.

Bobby Schostak was narrowly re-elected chairman Saturday at Republicans' state convention in Lansing, 52 percent to 48 percent. He fended off a challenge from tea party enthusiast Todd Courser.

Schostak supporters credit him for helping the GOP maintain control of the state House and Supreme Court in 2012 despite President Barack Obama's and U.S. Sen. Debbie Stabenow's easy wins in Michigan. Schostak detractors say Republicans had a lousy year.

Gov. Rick Snyder supported Schostak's bid for another two-year term.

Delegates also approved resolutions supporting Michigan's new right-to-work law and legislation to no longer have a winner-take-all system for Electoral College votes.

(AP) ? Alexis Pinturault of France used a daring second run to win a World Cup giant slalom Sunday as his closest German challengers faltered.

Pinturault was second after the first heat, behind hometown favorite Felix Neureuther and ahead of Fritz Dopfer. But Dopfer crashed out in the second run and Neureuther made a mistake that dropped him down in the standings. Germany was seeking its first men's giant slalom victory in 40 years.

World Cup leader Marcel Hirscher of Austria and world champion Ted Ligety of the United States profited from the Germans' mistakes to take second and third, respectively.

Pinturault clocked a combined time of 2 minutes, 32.42 seconds for his second win of the season and his first giant slalom victory.

"I have good memories from Garmisch, I also won the junior giant slalom title here in 2009," said Pinturault, who now has three career World Cup victories.

Hirscher overcame a stomach virus to extend his overall World Cup lead. He was 0.60 seconds behind the winner and Ligety was 0.63 back.

Ligety, the GS specialist who also won two other gold medals at the worlds in Schladming, Austria that concluded a week ago, was fifth after an error-filled first run. The American also made a mistake in the second heat, losing his line at the same spot where Neureuther nearly went off the course.

Ligety had won four of the previous five giant slaloms this season and would have set a record with a fifth victory. He has two third-place finishes and leads the giant slalom standings by 105 points over Hirscher. A win is worth 100 points and there are two races remaining.

"Third place is not what you want to be getting at this stage, but I'll take it," Ligety said. "In the first run I just made a ton of little mistakes. In the second I was lucky not to get into too much soft snow in that turn. You have to take risks."

Hirscher, who was silver medalist at the worlds behind Ligety, now has a 209-point lead overall over Aksel Lund Svindal of Norway, who finished sixth.

"It's looking good now," said Hirscher, the defending overall champion. "I think I earned big points today. I have to stay consistent, then everything is possible,"

Pinturault, a specialist in technical races, had a disappointing run at the world championships where he failed to medal despite consistently finishing in the top six.

"I learned a lot from that and I wanted to do well here," Pintaurault said after giving France its first giant slalom win in two years. His previous wins had come in a slalom and a parallel slalom.

Dopfer clipped a gate and crashed, while Neureuther veered off the line in a turn, nearly went off the course and lost speed to come in 12th.

He is the son of 1976 Olympic downhill and slalom champion Rosi Mittermaier and Christian Neureuther, a World Cup winner, and the family lives in Garmisch-Partenkirchen.

"That was a stupid mistake and I am really upset," said Neureuther, who was slalom silver medalist behind Hirscher at the worlds.

    Outcome of Italy election deeply uncertain

    ROME (Reuters) - Italy's election campaign drew to a close on Friday with the weak performance of outgoing premier Mario Monti key to a deeply uncertain and potentially unstable result.

    Political leaders were holding their final rallies before a campaigning ban ahead of two days of voting on Sunday and Monday, and analysts said the result was too close to call.

    "This vote is not at all certain. One percentage point either way could lead to chaos or a clear winner," said one pollster who asked not to be named because of a ban on the publication of opinion surveys in the fortnight before voting.

    Analysts are divided over whether center-left leader Pier Luigi Bersani, who was five points ahead two weeks ago, will be able to form a stable majority capable of pursuing the economic reforms that an uncompetitive Italy needs to exit recession.

    Bersani is thought now to be just a few points ahead of center-right leader Silvio Berlusconi but is still seen with a good chance of the winner's bonus of parliamentary seats that will give him comfortable control of the lower house.

    However, the election will revolve around the much more complex Senate race, where winners' bonus seats are awarded on a region-by-region basis.

    The center-left and center-right are close to a draw in several battleground regions, including industrial powerhouse Lombardy, which returns the most senators. Berlusconi formed an alliance with the federalist Northern League because of the importance of populous northern regions in the Senate race.

    Monti, a technocrat former European Union commissioner and economics professor who has led a lackluster centrist campaign, is believed to be fading but analysts disagree about the implications.

    Electoral expert Roberto D'Alimonte expressed concern that Monti may fall below the 8-percent threshold to win Senate seats in some regions and said this could be disastrous for Italy.

    "What is really important is that Monti does not fall under eight percent in several regions," he told Reuters. "The future of Italy and the euro zone depend on this variable."

    The most likely - many say the most stable and pro-reform result from the election - appears to be a governing alliance between Bersani and Monti, which would require the outgoing premier to win enough senators to boost the center-left.

    Bersani has suggested he wants to form an alliance with Monti to give his government credit with the financial markets and a strong law-making mandate, even if the center-left wins a majority on its own.

    However, some other analysts believe that Monti is fading particularly in the "red center" of Italy where the votes he loses will go to Bersani's Democratic Party (PD), increasing the chances of a strong center-left government which will be able to drive a hard bargain with a weakened Monti over policy.

    One of the unstable scenarios after the vote would be a government ranging from leftists to a strong, centrist Monti; that could become entangled in constant policy disputes.

    "If Monti doesn't do well in the Senate, it will be to the benefit of the Democratic Party," Maurizio Pessato, vice president of SWG pollsters, told Reuters.

    "The key with this electoral system is not Monti, it's the PD winning Lombardy ... If the center-left wins the Senate outright, it will make an alliance with Monti from a position of strength. There will be a government and stability."

    Pollster Nicola Piepoli told Reuters: "Bersani will gain. He is the principle beneficiary of Monti's crisis.

    "This makes it more likely that he can win in the Senate."

    Whatever government emerges from the vote, it will need to address Italy's deeply uncompetitive economy, in its longest recession for 20 years and effectively stagnant for two decades.

    The biggest danger for Italy and the euro zone is that the election produces a weak government incapable of decisive action, spooking investors and igniting a new debt crisis.

    The disappointing performance by Monti, darling of the markets and of other European governments, has been a feature of a bitter campaign that has also seen a stunning resurgence by Berlusconi and major success for Genoese comic Beppe Grillo, who has exploited huge public anger over the economy and a rash of corruption scandals.

    The latter two factors have whittled away the center-left's commanding 10-point lead since December and made the election result increasingly uncertain.

    On Friday evening, tens of thousands attended the final rally on Grillo's "Tsunami Tour" of the country in Rome's San Giovanni square. The charismatic comedian whipped the crowds into a frenzy as he railed against the establishment.

    Berlusconi cancelled a planned appearance at a rally in Naples, citing an eye problem. But in an interview on his Canale 5 television channel he made a last-minute promise to raise the lowest retirement pensions to help vulnerable old people.

    Monti replaced Berlusconi in November 2011 after the media tycoon had taken Italy towards a perilous debt crisis and became embroiled in a series of scandals. He shored up Italy's credit abroad and sharply reduced the country's borrowing costs.

    But he has made a poor candidate in his first election. Experts say he was badly advised, including by U.S. consultants who have worked for President Barack Obama, and clumsily attempted to join in with political mudslinging instead of retaining the aloof, professorial demeanor that has marked his time as prime minister.

    "If he was seen by Italians as a robot, then he should have been a robot in the election campaign," said Antonio Noto, head of the IPR polling company. "If you change behavior then you are not seen as genuine."

    Monti was also an easy target for both Berlusconi, whose campaign centered on attacking the prime minister's hated new housing tax and Grillo who nicknamed him "Rigor Montis".

    Texas Tornado slump continues in 4-3 loss to Topeka on Friday; Two teams meet again Saturday in Frisco on Youth Jersey Night

    Max Shuart scored twice in the third period, but couldn?t lead his team to a win, as the Texas Tornado lost to the Topeka Roadrunners on Friday, 4-3. The loss is the seventh in a row for the Tornado, who fall to three points behind Topeka for second place in the South division. Shuart?s two goals came after Brandon Hawkins netted his league-leading 32nd goal of the season. Hunter Leisner saw 33 shots and made 29 saves, though Spencer Viele got the win in net for the Roadrunners.

    Hawkins?s goal was the only one of the first period and was not scored without protest. Scott Conway fed him with a pass and the Macomb, Mi. native ripped a wrist shot past Viele. The puck looked to ricochet off the cross bar and back out front, but referee Jake Brenk emphatically signaled a good goal, giving the Tornado a 1-0 lead. The Roadrunners were unhappy but their protests fell on deaf ears as the Tornado took a 1-0 lead into the first intermission. Before the period ended, though, Shuart got his name in the penalty sheet, dropping the gloves and serving a fighting major with Kyle Sharkey.

    The Roadrunners drew even, however, with exactly a minute gone by in the second period. Juraj Kurcirko and Tyler Groat skated into the Tornado zone on a 2-on-1, with Kurcirko taking the puck along the right wing. Kurcirko hit Groat with the pass, which he corralled before sending it past Leisner for a goal. Groat?s fourth of the season was the only marker of the second period, and the two teams started the third period tied at one.

    The third period saw all five goals scored within 2:30 of each other, but the Tornado were never able to regain the lead. First, at 7:25, Roadrunners rushed into the zone on the attack. Leisner made the save on an initial shot, but their captain, Drew Kariofiles, crashed the net hard and got the goal to make it a 2-1 Topeka lead. Less than 30 seconds later, Topeka took a penalty and gave the Tornado a power-play.? They took advantage as a scramble in front early in the power-play led to eight players around the crease, but a loose puck right by Shuart. With everyone scrambling to try to find it, Shuart calmly wristed it into the open net and tied the score.

    The tie was short-lived, as just 25 seconds later, Tomas Nechala ripped a slap-shot from the top of the circles past a screen and Leisner ?and allowed Topeka to regain the lead. Less than 30 seconds following that, Jerad Tefoya scored a puck right out front and Topeka had a 4-2 lead. Shuart?s second of the night came 54 seconds after Tafoya?s goal, and the Tornado still had 10 minutes left to attempt to tie the score. It was not to be, however, as neither team scored in the final half of the third period and Topeka skated away with a 4-3 victory.

    Both teams return to the ice on Saturday for a game at 7:30 p.m. The Tornado are celebrating Youth Jersey Night on Saturday; the first 1500 fans 12 years old and under will receive a free youth jersey courtesy of the Texas Tornado.

    Cesarean Section Is Live Tweeted By Memorial Hermann Hospital In Houston (VIDEO)

    We've heard of moms in labor tweeting from the delivery room, but until yesterday, we had never witnessed surgeons sending minute-by-minute updates during a patient's cesarean section.

    Starting early Wednesday morning, Dr. Sherri Levin at Houston's Memorial Hermann hospital live tweeted a Caesarean section being performed by her colleague, Dr. Anna Gonzalez. Using tweets, photos and videos (with fair warning of their graphic nature) Levin guided viewers through the procedure, while also answering their questions about the surgery. The hospital's social media manager Natalie Camarata told the Associated Press that over 72,000 people from 60 countries watched the procedure as it happened. "It's fascinating to pull back the curtain on the mystery of the OR," Camarata said.

    The 39-year-old patient, who was not identified by the hospital, was having a scheduled c-section for this second delivery because her first pregnancy resulted in an emergency c-section, Levin explained.

    Among the dozens of 140-character updates that followed (see below, for the timeline) there was a video of the moment the newborn was lifted from the womb. "Happy Birthday," Levin tweeted.

    The baby boy weighed in at 6lbs and 1 ounce, measuring 19 and 1/4 inches long. As our friends at HLN pointed out, the name "Hashtag" is already taken, but if this baby follows suit, the moniker could become a trend (pun intended).
